Lake water is a different job
The county plan puts large areas of the village inside the Onondaga Lake floodplain, with Bloody Brook running through it. If water came in from outside, whether the lake or the brook, it is handled as contaminated and read under a flood policy, and FEMA's basement rules leave finished floors and walls to the owner.
