Manlius flooding and the sewer district
The county hazard plan records that flooding in the Town of Manlius has increased over the last five years, driven by more severe and more frequent rainfall, and that the existing infrastructure is challenged to meet the increased demands. It names 13 recurring flood areas including Cranebrook, Bishops Brook, Falcon View, Sugarland, North and South Eagle Village, Duguid Road, Hoag Lane, Long Meadow and Maricarol Lane.

Onondaga County WEP asks residents with sewage backing up to call 315-435-3157, which it answers at any time, every day, for properties connected to the public sewer inside the Consolidated Sanitary District. For City of Syracuse properties it directs the call to the City Department of Public Works on 315-448-CITY, 315-448-2489, and outside the district to the town or village, usually its DPW. Properties not on public sewer are told to contact a licensed plumber or service expert.

The NY DFS consumer guide states that some homeowners insurers offer an endorsement that covers sewer backups, including sump pump failure, which for an additional premium eliminates the exclusion up to a dollar limit the policyholder selects. It says wording varies between insurers but generally applies to several types of water backup including municipal sewer lines, toilets and sump pumps, and advises consumers to ask whether it is available and to include it on the policy.
